Why client-side?

Bot work involves credentials: bot tokens, webhook secrets, API keys. Online tools that process them on a server ask you to trust that server. These tools are static files: the page is served, and the computation happens on your device. The strict Content Security Policy only allows network calls to this site and, if you explicitly press Send in the Telegram builder, to api.telegram.org.
